Nvidia RTX 4090 Subject to China Export Restrictions Starting November 17

Sources familiar with the matter have confirmed that the Nvidia RTX 4090 will be subject to U.S. export controls beginning November 17, 2023. Companies wishing to sell the cards in China and certain other regions will need to apply for a license, with a presumption of denial.
